Ethernet is not working when laptop is on battery power

Bug Description

Ethernet network connection stopped to work when notebook is running on battery power on my Lenovo T430s notebook after the upgrade from 12.10 to 13.04.

Ethernet network connection becomes available immediatelly when power adapter is attached. Wireless network works fine with and without power adapter attached.

Same issue with Dell E6410, when the power cable is removed and I want to plug the ethernet cable nothing is detected.

But if I remove the power cable while the ethernet cable is plugged the connection status is not lost

As a workaround we can use powertop. Using this tool as root (sudo powertop), go the "Tunables" tab using left/right keys and toggle the correct entry, in my case it was "Runtime PM for PCI Device Intel Corporation 82577LM Gigabit Network Connection".

Once this entry as been switched to "Bad", I can plug the cable and the interface status is set to up.

This workaround has to be set each time the power cable is unplugged.

On a DELL E6530 (Ethernet Intel Corporation 82579LM Gigabit Network card). After an update from quantal to raring I've the wired connection.
It seams a regression in Network Manager. It works perfectly with Ubuntu/Kubuntu 12.10 (live USB).
