I tried to uninstall using Synaptic and got this error.

This bug was fixed in the package gnome-robots - 1:3.8.1-2

gnome-robots (1:3.8.1-2) unstable; urgency=low

  * debian/gnome-robots.postrm:
    + Fix typo that prevented the package from being purged.
      Closes: #711537.
  * debian/gnome-robots.postinst:
    + Rename FILES to FILE for consistency with the postrm and to
      avoid mistakes as the latter is more self explanatory.

still there in saucy with same version ( 1:3.8.1-2 ) ..

Do i have to install and then uninstall to purge the package ?

raring has seen the end of its life and is no longer receiving any updates. Marking the raring task for this ticket as "Won't Fix".
