Restart and Shut Down do nothing when there's a user logged in

Bug Description

To reproduce just log in, then click on Switch Account in the session indicator to go back to the login screen. Now clicking Shut Down or Restart won't do anything because there's a user logged in.

Well, this is actually a expected behavior but the presentation is confusing. I'll add a warning that you can only shutdown after logging out of all user sessions.

It doesn't make sense to have a button labeled "Restart" that only displays a message saying you can't restart. The warning makes sense, but there should be a "Restart anyway" option in the dialog, otherwise the user will just press the power button in frustration. Ideally it should also save the users' session (and tell the user it's doing that).
