launcher dragged from Dash into carpet miss executable bit

Bug Description

Release of Ubuntu:13.04
Package Version: 1:3.6.3-0ubuntu16
Expected Results: it copy the launcher icon as it is
Actual Results:it copy the launcher file without the executable bit set

Hallo
testcase:
-create a carpet in Desktop
-open Dash and drag a launcher into the created carpet
-open the carpet and you can see a text file icon
-double click on it and nautilus will tell that it isn't a trusted launcher.

*workaround*
-right click on the dragged launcher and select Properties
-select Permission and mark Executable
