computer seizes and screen goes dim for a short while when opening up files etc

Bug Description
As new page is opened or file or app the whole computer is paralysed screen dims then shortly comes back to life but computer runs much slower than before. Installer always crashes when trying to re-install ubuntu 12.10.

I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy.
