This looks like a multiarch mismatched files bug, but as the below testing shows, the changelogs are identical on all five arches. apport reported that the file was changed on-disk, so the only assumption I can make here is that there was either corruption at install time, or manual mangling of the file locally between installation of one arch and another. Closing the bug as invalid.
