Missing Default Choice for Switching Between Keyboard Layouts

Bug Description
For the past three releases or so, when I add an extra keyboard layout (All Settings>>Keyboard Layout) I have to manually choose Options and make a selection under "Key(s) to Change Layout" to make Alt+Shift work.
At least back in 9.10 or somewhere close, Alt+Shift might not have been the default choice, but at least a default choice was there.
For the past 3-4 releases there is no default choice.
So, the suggestion is twofold
->Make a default choice automatically added when the user adds (at least) a 2nd KEYBOARD LAYOUT
->Let this default choice be "Alt+Shift" (I guess most users stick with the classic WINDOWS combo...)
