nm-applet VPN configure link opens 'edit network connections'

Bug Description

Both network-manager-pptp and network-manager-openvpn are installed.

The same window pops up as if I click Edit Connections, not the VPN configuration wizard.

I think Bug #1128985 might be describing the same issue.
