Bug Description
Everytime setup.py is launched it does too much things like compiling the *.po files. But setup.py is useful for other thinks too like knowing the package version, python setup -V, the author email, python setup.py --author-email, uploading to pypi, etc.
It is possible to extend the base commands to do some actions only when needed.
