Bug Description

Evergreen: Master
OpenSRF: Master
PG: 9.2.4

I just tried running the upgrade for 0793 and got the following output:
psql:/home/opensrf/Evergreen/Open-ILS/src/sql/Pg/upgrade/0793.data.best-hold-order-traditional-approx.sql:3: ERROR: duplicate key value violates unique constraint "upgrade_log_pkey"
DETAIL: Key (version)=(0792) already exists.

Fix branch to follow shortly.
