Apache 2.4 example configs are broken; needs updated, generated config examples

We previously added basic Apache 2.4 config files reflecting the changes needed to run on systems that offer Apache 2.4 (such as Fedora 18, Debian Wheezy, and increasingly more).

However, parallel branches made the older Apache 2.2 config files both 1) generated (to support moving the location of Evergreen from /openils to wherever; as well as pointing to eg_startup instead of startup.pl) and 2) default to TPAC instead of JSPAC.

Thus, on Apache 2.4 systems, users might be very surprised to see that the catalogue doesn't work out of the box (until startup.pl -> eg_startup is fixed manually) and the JSPAC is still the default.

user/dbs/generate_apache24 in working fixes these problems. Longer term, we might want to generate both the 2.2 and 2.4 configs from a single source, as the differences are trivial, but this should do the job for a fix for 2.4.0.
