regression, 4/18 updates broke ATI multi monitor

Bug Description

The updates for Raring that came down on 4/18 completely broke my ATI multi-monitor support. Dropping back to mirrored mode is functioning.

I have three monitors, two are indentical and one is a slightly smaller resolution. If I break mirroring unity or compiz (not sure which) is failing to start. I get the same effect for two monitors (I tried unplugging each of the secondary monitors).

Don't think this is an x/opengl problem since I can get displays. I just can't get any menus or window decorations.

Ubuntu 13.04 is no longer supported. Can you still reproduce this on 12.04 or 14.04 or 14.10?
