Typo in 2.4 upgrade scripts - incorrect perm code for SQL update 0754

Bug Description

When adding a new URL_VERIFY_UPDATE_SETTINGS permission, update 0754 incorrectly uses the permission ID (544) as the permission code, instead of 'URL_VERIFY_UPDATE_SETTINGS'.

The typo exists in upgrade/0754.data.url_verify.sql and 2.3->2.4 version upgrade scripts in 2.4alpha1, 2.4beta1, and master. The seed data uses the correct perm code.

I pushed a fix to the working repo, in branch user/jeffdavis/update_0754_correct_perm_code:
