Autoroute Selected Rats not working on Component and Solder Layers

Bug Description

For some reason, auto routing doesn't appear to work with 2-layer boards. I've used this feature in the past on Component and Solder layers only by hiding the other layers. I can get autorouting to work when I add the GND, POWER or Signal layers, but I get nothing when only Component and Solder are visible.

I am using what appears to be the latest version, 20090929. Should be easy to reproduce this.

So, to clarify the problem a bit, I should add that with all layers visible, the autorouter will default to the Signal 1 layer, and will not use Vias even with the vias layer visible. If I disable all but the Component, Solder and GND layers, the autorouter will route only on the GND layer. I can then Shift-M the traces up to the desired layer. Obviously, this won't work.

I haven't tried Autoroute All Rats to see if the bug is isolated to Autoroute Selected Rats, but that's because the PCB I'm routing is very complex and I can see that taking hours. I'm attempting to only autoroute a very small section of my layout.

This morning I upgraded to Ubuntu 12.04 and PCB 20110918 and this issue persists. I can't autoroute selected rats on Component or Solder layers. Anyone been able to replicate this bug?
