Don't show times for days that aren't this week in modified column

Bug Description
In the list view's "modified" column, it doesn't really make sense to show times for files that weren't modified in recent memory. I suggest that for files that weren't modified in the last 7 days (hell maybe we could even get away with files that weren't modified today or yesterday).
For the Properties dialog however, it probably still makes sense to show the full modified date and time.

Yeah this makes sense. At a glance a user shouldn't care whether it was modified at 8:51 AM or 9:03 AM. But if they *want* to dig into that info, we can leave it in the properties.
