Bug Description
We should implement tenants support for all ops.
Clusters should be tenant-specific w/o public flag support.
NodeTemplates should be tenant-specific with public flag support (should be accessible using any tenant).

Multi-tenancy has been implemented for all objects, public-flag and advanced ACL postponed to future releases.
