Dependence of TeX should be changed to Recommend

Bug Description

1) The release of Ubuntu you are using, via 'lsb_release -rd' or System -> About Ubuntu
Ubuntu 12.10
2) The version of the package you are using, via 'apt-cache policy pkgname' or by checking in Software Center
qtikz-0.10-3build1
3) What you expected to happen
Users of "vanilla" texlive should be able to install ktikz/qtikz without the texlive in repository.
4) What happened instead
This cannot be done, unless use --force-all option, which cause broken dependence; or use a self-modified package.

The dependance of pgf and preview-latex-style should be changed to Recommend, thus users of "vanilla texlive" can use it. This scenario can be found in the organization of package texmaker, kile, etc.

It also applies to package qtikz.

Packages need to depend on the tools they unconditionally use. Packages do not generally make allowances for locally installed software as that is up to the local admin to sort out. The `equivs` package makes doing so quite easy, but remember that when you do this and it breaks, you get to keep both pieces.
