Collect power statistics from APC equipment

We have several power-related products from APC, including UPSes and various power monitoring devices.

We want to collect statistical data from these. Without knowing the specifics of APC MIBS, a suggested path to a solution is to write an ipdevpoll module to register OIDs from the the MIBs as sensors, so that mcc.py can automatically configure Cricket to collect data from them.

I've made a series of commits to trunk to begin this work, most importantly https://nav.uninett.no/hg/default/rev/446cf4d499d0 . We already have support for graphing various aspects of an APC UPS' operation, while this changeset adds graphing of loads for APC PDUs.

Now there is also this changeset https://nav.uninett.no/hg/default/rev/f1768874de14 - which increases the supported number of APC UPS sensors from 6 to 32.
