This is a local problem, not something wrong with the package or something Ubuntu can have avoided. A previous update was interrupted in middle of update. Power loss, perhaps?
The solution is right there in the message, "you should reinstall it before attempting configuration". Reinstall that single package.
From a terminal, $ sudo apt-get install --reinstall chromium- codecs- ffmpeg
