3) What is expected to happen via https://bugs.launchpad.net/ubuntu/+source/cairo/+bug/1168978/+attachment/3644236/+files/ICE1712-1.pdf is the entire document is viewable, as it is in Adobe Reader.

4) What happens instead is it consistently crashes after reading past page 61.

WORKRAROUND: Use Firefox's built-in PDF viewer.
