Cinnamon stable 1.6.7-20130202120842-precise /Cinnamon settings not Will not open

Have Cinnamon 1.6.7 (stable) for Ubuntu 12.04 Precise installed. Cannot open the Cinnamon settings Panel. have tried both Stable & Nightly same thing. Have changed 1 item in /usr/share/cinnamon/js/ui/layout.js from this Page http://misha.beshkin.lv/disable-hot-corner-hover-action-in-linux-mint-12/ (look in comment Section). can change it back if needed. Want to able to Disable Hot Corners but cannot chage since i cannot get into Cinnamon settings panel. that it would be nice get to those settings. I also cannot change my Desktop background via Right click on Desktop the panel just never shows up.. Any help would be Appeciated Thanks

sorry if i dont the Package name for Cinnamon Settings.

Dell Latitude D600 2Gb of ram 32mb for graphics also running 12.04 non-pae Kerenel 3.2.0-40 now was 3.2.0-39 a few days ago
