Preferences page unloads all plugins, making desktop ugly and unusable

Bug Description

On Ubuntu Raring, start CompizConfig Settings Manager, then click Preferences in the left column. Unity and all window decorations will immediately disappear, leaving an ugly and pretty much unusable desktop. .xsession-errors reveals that all Compiz plugins are unloading, causing the breakage. They don't reload even if you close the Preferences page.
