OpenTTD 1.3.0 Stable Is Out

Bug Description
OpenTTD 1.3.0 stable has been released.
I think the Raring repo should be updated with this release if possible due to:
-As of this writing, there aren't any outstanding bugs for the 1.3.0 release [1]
-There have been 188 bug fixes, minor feature enhancements, and changes that benefit all users [2]
Considering the above reasons, the fact that the openttd package isn't really a critical one, and that the OpenTTD release process does a fairly good job on their releases (with nightlies, betas, and release candidates), I think that the 1.3.0 build can offer everyone a convenience for the next 6 months to be including in the Ubuntu repository.

I (the Debian maintainer for OpenTTD) have just uploaded 1.3.0-1 to Debian unstable, so it could be taken from there.
Note that to build OpenTTD 1.3.0, grfcodec 6.0.2 is needed, so that would have to be updated from Debian unstable as well.
Finally, to get all the needed baseset sprites, openttd-opengfx 0.4.6 is needed (though OpenTTD will run with older version, showing a notice at startup).
I'm not involved with Ubuntu, so someone else will need to make a decision and take it from here.
