Bug Description

In a Event Based Calculation, if ground_motion_fields = false and hazard_curves_from_gmfs = true than hazard curves files are generated with all poEs = 0. This is wrong and confusing. If ground motion fields are not requested then it should not be possible to compute hazard curves. In this case an error should be raised telling the user to set ground_motion_fields = true if he/she wants hazard curves.
