Bug Description
[How to reproduce]
1.Open any application, for example gedit and set the window above/always on top
2.Open any dialogue window, for example "Open file"
[What you would expect to happen]
The dialogue window should be "Always on top" as well and open in front of gedit.
[What actually happens]
The dialogue window opens behind gedit and if you are lucky it is completely invisible,
the dialogue window is not set to "Set above/Always on top".
