Make thread_pool_high_prio_tickets a session variable

Bug Description

This was intended to be a part of the initial priority scheduling implementation, but somehow slipped through the cracks. There's no reason for thread_pool_high_prio_tickets to be a global variable. Making it a session variable would make it even more flexible to configure which connections get into the high priority queue and how often.
