Unknown encoder 'libfaac' when attempting to run avconv

Linux Mint 13(Maya) Cinnamon 64-Bit on an AMD 64 bit PC

The error occurred after a normal notified update containing the following packages:
ffmpeg (4:0.8.5-0ubuntu0.12.04.2+codecs1) to 4:0.8.6-0ubuntu0.12.04.1
firefox (19.0.2+build1-0ubuntu0.12.04.1) to 20.0+build1-0ubuntu0.12.04.3
firefox-gnome-support (19.0.2+build1-0ubuntu0.12.04.1) to 20.0+build1-0ubuntu0.12.04.3
firefox-locale-en (19.0.2+build1-0ubuntu0.12.04.1) to 20.0+build1-0ubuntu0.12.04.3
libav-tools (4:0.8.5-0ubuntu0.12.04.2+codecs1) to 4:0.8.6-0ubuntu0.12.04.1
libavcodec-extra-53 (4:0.8.5ubuntu0.12.04.2+codecs1) to 4:0.8.6ubuntu0.12.04.1

The error is repeatable.
The avconv command is:
avconv -i <input file> -async 1200 \
-c:v libx264 -preset medium -tune film -crf 21 -f mp4 \
-c:a libfaac -ac 2 <output file>

The source video file is an AVI with the following properties:
Stream #0.0: Video: mpeg4 (Simple Profile), yuv420p, 1280x720 [PAR 1:1 DAR 16:9], 29.97 fps, 29.97 tbr, 29.97 tbn, 30k tbc
Stream #0.1: Audio: mp3, 48000 Hz, stereo, s16, 163 kb/s

Using `libvo_aacenc` instead works for you?
