Add page number navigation to my lists and setting for number of lists per page

Improve on the current pagination for "My Lists" by displaying page number and also allowing for navigation by page number.

Add a user setting to set the number of lists to be displayed per page.

    1) use class for highlight styling of current page
    2) correct minor logic error ('<=' should be '<')
