Bug Description

The version 2.2.0 is out, 2.1.0beta should be replaced with it.

Added fann_create_train for creating an empty training data struct

Added cascade_min_out_epochs and cascade_min_cand_epochs to improve cascade training

I see one major problem with upgrading to FANN 2.2.0. That is, most language bindings haven't been updated for FANN 2.2.0 (see http://leenissen.dk/fann/wp/language-bindings/). Things like PyFANN for Python and AI-FANN for Perl would no longer be available, which would be a huge downside.

I would prefer both options (FANN 2.1.0 + language bindings, or FANN 2.2.0 + few language bindings) to be available in Ubuntu.
