hgview will not install on 12.04.02

Bug Description

hgview will not install.

Here is the output from apt-get:

This problem also exists on 13.04

workaround (precise):
downloaded the 3 packages manually from
http://packages.ubuntu.com/precise/vcs/hgview

and then
sudo dpkg --ignore-depends=hgview -i hgview*.deb

so far has not crashed
