Folsom version of SolidFire driver doesn't accept volume-type QoS settings

Bug Description

Towards the end of Folsom it was agreed that a standard method of using VolumeTypes/Extra-Specs should be used for customizing driver behavior. This was never implemented in the SolidFire driver and is considered a bug.

The fix was added in Grizzly, however it was part of a driver refactor: commit-id 7c6e8b8487a72ac4f001a3267cbed3f7647c7bb7

Since we can't port the entire refactor and all of the fixes we'll do each one individually, including this one.
