deluge-web should not depend from deluge-webui

Bug Description

1) ~$ lsb_release -rd
Description: Ubuntu Raring Ringtail (development branch)
Release: 13.04
2) ~$ apt-cache policy deluge-web
deluge-web:
  Installato: 1.3.6-0ubuntu2
  Candidato: 1.3.6-0ubuntu2
  Tabella versione:
 *** 1.3.6-0ubuntu2 0
        500 http://it.archive.ubuntu.com/ubuntu/ raring/universe i386 Packages
        100 /var/lib/dpkg/status

3) 'deluge-web' should not depend from any other pack., so that you can easy uninstall 'deluge-webui'.

4) Now you can't remove 'deluge-webui', altought it's just a dummy package, or 'deluge-web' will end between removable pack.

That is how transitional packages work so there is nothing to fix. The problem is that you have installed deluge-webui not deluge-web.

If you install/upgrade a transitional package then of course when you try to remove it, it will remove the dependant package.
However if you install the new package while the transitional package is still installed then apt will simply mark the new package 'manually installed' and then you can to remove just the transitional package.

I've installed both deluge-webui and deluge-web, and when you update, the dummy pack. should become removable. However I've fixed doing purge of the both packages and reinstalling deluge-web alone.
