One could parse /usr/share/lintian/data/standards-version/release-dates and always use the latest standards, in the package and the tests....

This is fixed in:
ubuntu-defaults-builder (0.47.1) raring; urgency=low

  * debian/control, template/debian/control: Bump Standards-Version to 3.9.4.

For 3.9.4. But I'd like to keep this bug open to solve it generically and always default to the "latest" standards version.

I wouldn't like to do that. For new standards-versions we should actually verify that we meet their new requirements, instead of just blindly bumping them for the autogenerated packages and u-d-b itself.

Please feel free to reopen if you disagree, but I won't do this myself.
