Bug Description

The script to update/download translation resources of manuals are different. The existing upstream_translation_update.sh and propose_translation_update.sh cannot be used.

I'd like to add those scripts to slave_scripts, which are similar with upstream_translation_update.sh and propose_translation_update.sh.
