notifications doesnt appear when applications are run in full screen

Bug Description
version: Linux mint 14 - 32 bit
desktop environment : cinnamon
When applications are running in full screen notifications doesnt appear.
Ideally notifications should appear on top of whatever applications are running, but it is not the case
I checked by playing a movie in full scren with the below apps,
vlc media player
gnome mplayer
totem movie player
also with firefox in full screen mode by pressing F11 key.
ways to reproduce the bug:
type the below comman in the terminal
sleep 10 ; notify-send hi;sleep 1; espeak done
and run an application in full screen and wait until done sound is heard, notification will not appear.
and run the command
notify-send hi
without an app in full screen a notification hi will appear.

This bug still seems to exist in Mint 16. =(
