Bug Description

I can't change the size of my paper.
I lost my properties window.

I found it on my second screen which was not on.

Windows XP .48-4 Inkscape

As far as I can tell, the same issue has already been reported in Bug #379463 "offscreen dialogs".
Don't hesitate to comment if you think it's a different issue.
