No way to do anonymous requests for S3

Bug Description
I may have been using it wrong, but I was trying to do list a publicly readable bucket (juju-dist.s3...) without supplying real AWS credentials.
While you can go to the web page without auth, the goamz.s3 client appears to always sign() even when we have an Auth object with access-key = signing-key = "".
It would be nice to have a way to think about a public bucket without needing ec2 credentials.
