Update-Manager stuck on Unpacking Linux-image-3.8.0.15-generic

Bug Description
After upgrading from 12.10 to 13.04, I used Update-Manger to check for updates. There were a few updates so I click the install button.
The update got about half-way done and it got stuck for 45 minute on unpacking linux-image-
It is still stuck right now, and it doesn't appear like it will ever get past this point.

The update-manager never completed the update, so I was forced to reboot my computer.
This broke the package manager, so I ran this command after restart:
sudo apt-get install -f
After this, I was able to run update-manager again and successfully complete the updates.
