I can't browse packages not installed yet

Bug Description
When I start the Lubuntu Software Center by default I should be able to install new packages, but I can only see my installed packages even after clicking on "Get Software". I cannot install anything form the software Center anyway. I have just installed Lubuntu on my virtual machine.
