Bug Description

The script used to setup jenkins jobs by default sets the results to be
published in the public instance. However, sometimes it's preferable to run a
job to make sure it works fine and then set the job results to be published.

One way to do this would be to use a command line flag that is set to false by
default, so that the user has to explicitly set it to generate the
configuration needed to publish results.
