set up u-boot-linaro CI

Today, we use LP recipe and LP branch import to do the CI.
It should be moved to Linaro's CI loop like the other components.

Lets push this down the priority ladder since we still have a lot of UEFI and GRUB CI loops that need to be worked on. We can push this to 2013.10

Leif: Now that I think about it, I think we should cancel this request since we no longer maintainer a linaro-uboot since everything is upstream

Not sure why this is set to High priority. It should be set to Low since UEFI and GRUB are our focus unless seombody else other than LEG is needing uboot support.
