Bug Description
So the time has come! The copy increase/decrease loop is a bit crude still and needs refinement. And for now, I'm not turning on the network transfer just yet as I still need to rework how downloads are queued.
I have mixed feelings as to whether copy increasing downloads should be put into the standard download queue, or whether the vigilance loop should do the downloading itself. My hunch is the latter is probably best, but I'll think on it more.
But we're at the point now where we really need to turn this on in order to embrace the next phase of problem solving.
