oq-engine: packaging inconsistency, postinst requires a recommended package strictly (rabbitmq)

Bug Description

During the postinst script we suppose that rabbitmq is already installed BUT it is "Recommended", not "Required" so the ubuntu packaging system not follows a strict installation order and in some cases python-oq-engine is installed before rabbitmq.

The packaging refactoring will solve the inconsistency (moving packages from Recommend to Required for a package and removing it at all from the other).

The rabbitmq-server and redis-server packages should be merely recommended since we may want to install the openquake package on worker machines but deploy the two daemons in question elsewhere. I am marking this issue as invalid
