Submit app for review always asks for my payment details

Bug Description
I have already filled my payment details but when I click on “Submit app for review” the “Your account details” page is shown, with the notice “Payment details are required before any application can be reviewed”. If I click on “Update my account” the application page is shown again, but submitting still results in the same problem.
There is no indication of what the problem is, and no way to contact anyone on the whole developer site…

I have found what the problem is: the web site wants users to enter a “State” in their address. But there is no such thing in France. I entered a space and the submission worked.
