TPAC record detail copy grid does not honor locale

Bug Description
Data related to the copy grid loaded in the TPAC record detail page does not honor the page locale. It's an odd-ball cstore call that does not use CStoreEditor directly, so it's unable to take direct advantage of CStoreEditor's default locale. The solution is to set the locale by hand.
