titlebar doesn't respond after maximize/restore

Bug Description

Reference: http://packages.qa.ubuntu.com/qatracker/milestones/262/builds/40432/testcases/1400/results

To reproduce, open Files, maximize the window and restore it. The titlebar doesn't respond after this. The close/minimize/maximize buttons don't work and its not possible to right click on the tilebar or drag it. The application still responds.
