Windows unselectable after going from fullscreen to normal

Bug Description
In 13.04, when I maximize or open any app to fullscreen and then try to to set it to normal (Not minimized/hidden but in a size that is almost fullscreen but let's me drag it around), the windows looses complete focus with the mouse. I can not click on it to maximize or do anything on it. I can however move it around if I leave ALT pressed while dragging it, but that is about it.
It looses focus and there is no way of doing anything except closing it.
This also happens with minimized apps like the terminal. If I minimize a terminal that is doing something like updating the repositories (Minimizes and shows launcher icon), when I click on the icon is does not maximize. There is no way to get focus on it or call it back except closing it and starting all over.
This was not happening at least 2 weeks ago as far as I know. It started sometime between that.
