Users can set blank passwords

Bug Description

The installer allows users to set blank passwords. This creates issues when they cannot authenticate for things later. Can you please add a minimum password length of 3 to the installer to stop this nonsense. I am continually seeing new users do this and they have to use root recovery console to dig them out if the stupid hole the installer should have protected them from.

I think there was no need to add the mean words.

Could you elaborate as to which release of Ubuntu allows one to set blank passwords? I've recently tested Ubuntu 13.04 and Ubuntu 12.04.2 and neither of them allow you to set a blank password.
