Bug Description
Note: I am testing Unity 7 right now.
When launching an app from the Launcher, and then dragging it against the Unity Panel to maximize, or against the left or the right screen border to half-size it, and then dragging it away from the respective position, upon the next click on the title-bar, the mouse can no longer drag the window, HOWEVER, there's an area right beneath the title-bar which now allows for dragging, but not the title-bar directly as expected.
Note: Because of this, the window can no longer be closed/
It seems as if after resizing the window, the draggable area has moved down a few notches. All other functions of the window seem to work otherwise, except for the title-bar mouse interaction.
Current workaround - use ALT while dragging the window, or find area beneath the title-bar.
Note: When closing the app, and launching it again, it's reproducible using the steps described above.
This glitch seems to have started today...

This also happens if a window is maximised using the buttons rather than dragging to top panel, and then unmaximised.
