can not grab a window at title bar after maximizing and restoring

Bug Description
How to reproduce:
- open a window (e.g. nautilus)
- grab it at the title bar and move ist to the top to maximize / klick on the maximize control button
- grab it again and pull it down to restore its previous size / klick on the restore control button
- try to grab the window at the title bar again --> not possible
- try to grab the window at the toolbar instead --> possible
Window decoration is not working anymore after maximizing + restore
Tested with Unity 6.6.0
